When they say climate change they mean population growth, where green energy reduces the industry/output of a population thus reducing their population growth. To get involved in Africa's population growth "with the right energy" is a method to anchor them to the US economy so that their growth grows the US economy. Ye olde pyramid (of Giza) scheme.
