Frankly I’m not sure why the guy didn’t take early retirement after that debacle.

Granted it’s probably more of a fall guy scenario. With the general whose promotion is being blocked being the guy who gets the blame for the mess created by everyone above him in pay grade in the Civilian, Military, and Intelligence world.
