I have no idea where the map came from. I just remember in fallout lore the US annexed Canada because of oil wars with China.

No it’s not. But in the Fallout cannon before the nuclear war, China invaded Alaska for its last bit of oil that was available in the world, and America would annex Canada as a response and pushed China out of Alaska, only for less than a month later for the nukes to start flying and destroy the world in just 2 hours.
