Nope, DST has more daylight during waking hours so it's the better option. There's no "actual" time where high noon is always exactly at 12 PM, it varies from east to west within the time zone and also shifts by about half an hour throughout the year. Since the whole concept is floaty and inaccurate anyway, we may as well shift it to where it's most useful to us.
