I’m might not have a law degree, but I don’t believe the Framers intended for “the power of the purse” to be used to force the President to spend money. Its intent was to restrain the President from spending beyond what was appropriated.
It also seems that the House of Representatives trying to compel the President to spend in excess of what he deems necessary violates the Separation of Powers.
