Not exactly, the federal government is different from state governments. The current administration is trying to make things more difficult for the incoming administration so they’re doing things like selling off all the materials that have been sitting around for four years when they stopped building the wall.
Texas government thinks this is bullshit so they’re gonna try to buy at pennies on the dollar then turn around and give it back to Trump to finish the job. He started.
Yes, in theory it’s stupid as hell, but it’s a way to keep the current administration from succeeding in their plan to derail the wall.
And then whatever Texas has to pay the US Government for the materials, Trump can write a check back after 1-20-25 and say, "Here's your refund check. We accidentally charged you for materials we already owned."
