The quote is nonsensical and I don't believe it's from Crowley.

If the "deceived" gave consent, it isn't deception. And if they are deceived, they can't give consent.

The truth of the matter is they don't put it out there for you or I to approve or consent. They put it out there for it to gain power in the universe. They will it into fruition.
