So, there may be something to this. I say "may".
I have a "friend" in a fairly high place that I was chatting with about this subject earlier in the week. To be clear, he has no access, not read in, no awareness of whatever project/initiative is behind these drones. However, he is assuming it's either a DoD or Intel Community initiative given the level of sophistication of these drones.
A quick step back on that subject: -There was a thread on here from the other day with people positing lots of prosaic theories for these drones and to be candid, those people are not paying attention to news and reports. These drones are sophisticated. They have some form of automatic cloaking when cameras are pointed at them within a specific distance and they're very large. Despite their large size, their loiter time has been observed as at least 2-3 hours. No commercial or consumer drone of that size can loiter for that long.
Okay, back to the meat of this post: One of the scenarios he was concerned about is a "broken arrow" situation where there is some kind of unaccounted for nuclear material. He expressed a moderate degree of concern that is what's going on here. He was somewhat dismissive though when I asked if it was a test. He was skeptical that whomever is running this drone op would risk this kind of exposure and citizen upset over a test.
Interestingly, the other theory he mentioned is that these drones could be a response to real UAP's in the area. As some of you know, there is a long history of UFO's/UAP's being seen by citizens and within 5 minutes, there are either military helicopters or military jets on the scene in hot pursuit.
As he put it: "That scenario has happened countless times over the years. There are certain types of UAP's/UFO's the military has deemed as undesirable and they want them chased away, to say nothing of the public exposure when one of those suckers just sits over a town with everyone to see.
So they want to chase them away, but the problem is you've gotta scramble jets or helicopters for that and they need pilots, pilots that may not be quickly available in the middle of the night. So there's some logic in having a drone swarm with high loiter times to do the chasing for you, especially if you can leverage a combination of AI and manual control."
He didn't put a high probability on this scenario, he was more concerned about a Broken Arrow situation, but I know better than to ever dismiss his musings because often they're not actually musings.
The complicating factor in this whole thing is that while drone sightings in the New Jersey Bedminster area have been going on for several months, there have been drone swarm sightings similar to this going on all over the world for a solid year now.

Much more than that, as I mentioned these drone incursions have been going on worldwide for over a year. So while it's not impossible, it's difficult to believe that the Bedminster flap isn't somehow related.
You just need another drone. With a net attached below it. Drag the net near the other drone and it tangles itself up into it.
Congratulations. You've now just captured a drone.
This technology already exists.
The statement of mine you're quoting is not in reference to drones. It's in reference to UFOs/UAPs.
