The thing on the right is lensing effect from the bright light on the left. The light in the distance could be an airplane, impossible to say from this footage alone.

I'd probably poop a little of it was one of those swirly vortex ones like over Sweden etc...that was pretty amazing (if real and not another alteration like that video showing shooting on suburbia 🙄)
