In the shutdown, what happens to govt workers that are already living paycheck to paycheck? Do they still get paid or delayed a few weeks?
They still get paid for doing nothing, just a little late. The military, including retirees, and social security recipients get paid on time if memory serves.

What about police officers - they are paid by their states so no delay?
They're paid by their respective "state" (meaning the same as "drunken state") and municipal corporations.
It has zero to do with federal shutdown.
They'll still be collecting/extorting taxes from you during the shutdown, so do the speed limit.
They get back pay for not working latter.
