Just look at the Fortune 100 Engineering Consulting Firms; most likely many were. What I saw in 5 years was high turnover at the CHSRA. State workers padded their retirements bigly with one year causing a lot of re-hashing decisions made earlier. Initially it was going to cost $33B for the entire project. Then, before I left it was $68B for Phase 1. They split it into two phases and 10 years later it could cost $128B just for Phase 1?
