They hold popular items hostage and wont pass them unless they can attached a ton of personal projects for lobbyist and loopholes to let them get away with screwing us more. These assholes also do this so they can use it as a talking point that the evil Republicans voted against something like funding for homeless veterans or disaster relief while knowing full well the bill was full of totally reprehensible stuff like giving themselves complete shielding from DOJ investigations or handing over our sovereignty to the UN or WHO.
That relief for the flood victims should have already happened had they not squandered the money on non citizens they knowingly allow to be flooding the country.
