It’s also been up there 25+ years as far as we know at any rate. So it would logically stand to reason there’s already a few Holiday Decorations and crap from previous missions floating around in there. No pun intended.
I've seen those hats in previous years' pics. I've also noticed that the hats seem to have something inside them to make them stand up (zero gravity, right). I envisioned it as something like a small pool noodle, and now I see him holding something that looks like a small pool noodle in this pic.
To be fair they don't weigh much and weight is the #1 factor for what gets packed and sent up.

They probably got sent up on a Dragon cargo capsule, so at least it was cheaper than a Boeing trip.
And less likely to end up in a screaming fireball...
They can bring props, but they can't rescue them for 6 months now? Maybe there's a Q post alluding to this.
