If the average IQ is 62, then very few people would be able to function. What’s your source for this?

I can’t trust that source when it says the AVERAGE IQ is 62.16 in a nation of 10,000,000. Do you know how dysfunctional a person with that low an IQ is? Would close to two-thirds of the population fall within one standard deviation of this mean? What test did they use? How many of the 10M did they test? Is this really attributed to low IQ or lack of an education?
