I dont see the problem of bringing in qualified people from other countries if they want to be American citizens and contribute to the betterment of the USA.
We have plenty of qualified IT people in America.
Companies do NOT want to pay a competitive wage, so they either off shore or import slave labor.
I went to apply for a Cisco administrator job about 10+ years ago. The thief was offering $15/hr. The market rate for entry level CCNAs was $25-$30 back then.
He was doing it so he could whine to Congress that he couldn't hire a CCNA and needed an H1B to come in and work for him.
