Unfortunately no law is permanent, although laws are usually more permanent than an EO. I remember CONgress saying they needed to be reelected to make tax cuts permanent. Fools believe that. Next CONgress will just reverse the law and a new law will make tax increases.

Now if they made a new amendment it would be harder and take longer to overturn...
