How difficult would it be to payoff a moderator and have them go "rogue" to make Elon look bad? In regards to the retaliation, I nean.

I agree this part could be what happened. But judging by Elons follow up comments it seems like he admitted to the retaliation by commenting "Yes", to a post saying play stupid games win stupid prizes.
