If the H1B process followed correctly as per the books, it won't take jobs from qualified Americans. Job postings are done on specific skill sets, if they don't find locally qualified people only then they attempt to hire foreigners. It is a tedious process both for recruiters and candidates, so much more for the latter.
Now of course, there is abuse of the process and they bypass many steps to hire foreigners for cheaper labor than they would pay for local citizens. How much of abuse is there? That requires deeper investigations and costs lot of time and efforts. I'd think it would be almost impossible to prove that there was a qualified local American who applied for a given position, yet the company hired a foreigner. As always, devil is in the details.
It is abused a lot, my dad used to own a seasonal resort buisness, and had no problem hiring locals. Most of his employees lived within 5 miles. The new owner cheated and abused workers so much, that they now hire people from the Dominican Republic and Africa under this program I belive.
The deeper investigation has already been done and surprise surprise the abuse is rampant. But instead some people here would rather try and tell pedes to turn their brains off and blindly follow.
