Not sure if it's a legal requirement or a procedural one but the House of Representatives "can not function" without a Speaker of the House. Since Johnson's current term will expire around Jan 1st, a new Speaker must be elected by the new House Members for them to do ANYTHING.
WHY does this have to happen before the inauguration? In coding, we would call this a bug. The order of operations is backwards and stupid.
