If you think about the cargo capacity of that truck, this was a very minor explosion compared to what could have been. It looks more like a ton of fireworks going off in a confined space.
Imagine if the pickup truck was loaded with C4 or something worse?
In my opinion, the N.O. attack truck rammed through crowd at 3:00am on New Years Day... not during height of crowd at midnight. IED's there did not detonate, or weren't meant to.
In both cases, it looks like someone is sending a message, being high profile places, using electric pickup trucks... while trying to limit damage and casualties. Both attacks could have been far worse if that was the intention.
