For the Speaker's election:
If all 435 members vote for candidates, 218 votes are needed for a majority.
If less than all members vote (due to absences or members voting "present"), the majority threshold adjusts to be more than half of the votes cast for candidates.
Nobody voted "present."
The others voted for specific people: Emmer, Jordan, and Donalds.
So, 218 is the number, but Johnson only got 217.
