No - they changed the rules on contesting electoral votes from a state. Before the change, a single member of CONgress could simply submit in writing that they were contesting state x, and then during the certification process they would stand and object. The new law requires 20% or more of one of the two houses of CONgress to sign on to the objection for it to be acknowledged.
They can't make a law to change the 12th Amendment - which says the President of the Senate (the VP) certifies the electoral votes.
