Another investigation of the Bradfield water management scheme would be a good start.

There is a lot of fresh water in Queensland.

Also basic dam management. Like that second dam for Brisbane that was cancelled by a public servant in the Premier Goss Queensland Government by the name of Kevin Rudd.
