It says a warning has been issued which is a good idea. It doesn't say EVACUATE NOW!!! It's the "Set" Level of Ready-Set-Go.
At that level you gather what you can take then load up your car or stage it by your door. Determine where you will go. Map it out using different routes. Fully charge your electronics.
