Once the faults started occurring, the power to those areas shut have been shut down.
It is better to be without electricity for a couple days as opposed to watching the entire city burn.
However, a burning city may have been the agenda.

I offer the smoke from the arson fire set under the power lines caused the "faults". So close in time, and they want to hide the arson.
