This is a start but it's not justice. Justice will be when they're held responsible for their actions by military tribunal.
Put them all out of work, make them pay for what they did. If charges are applicable, please prefer them and then stand-by for the trials.

No former Federal employee should continue to hold a security clearance after their work in government is ended. Individuals can be turned at any point in time. If they are hired back, they need to be thoroughly re-qualified.
