Meritocracy is a good system. If she isn't good enough, she isn't good enough, and needs to be replaced by somebody who is. Doesn't matter if she is a woman. Doesn't matter with the replacement either - man, woman, trans, three-headed alien with blue dots... all that should matter is if he, she, or it, can do the job and do it not just well, but better than the other alternatives.
And yep, he, she, or it, shouldn't let something like personal quirks affect doing that job. So if the person is trans, say a man who thinks he feels more like a woman, if you are offered the job forget your "female side" as long as you are in the job because how you present does affect your performance because it affects people you deal with, they should not be asked to pretend that you are something you really are not. Dress like a man, act as much like a man as you can, keep your cross dressing either completely out of the picture or at least firmly in the closet as long as you have the job. Go back to being your full transpersonality only after you retire, or don't take the job.
Would admittedly be a bit harder for the three-headed alien with blue dots, but we can cross that bridge if it ever becomes necessary (start studying Star Trek, maybe).
