It's probably really simple. Destroy all biolabs, arrest all those complicit in that, in money laundering and in human trafficking, and let [some of] Ukraine be known as the Russian homeland that it actually still is, by charter.
Please remember that Ukraine is a Frankenstein states built by Lenin and the bolsheviks from the lands of not just Russia, but Poland, Romania, Moldova and Bielorussia. All of these countries need to get their lands back.
What's left needs to be reanamed to Galicia. That's the only way for everlasting peace.
This is true. Europe and Eastern europe in particular, are a patchwork quilt of nationalities that has been imperialized for millenia.
WW1 was the break-up of Austria-Hungary empire, by the Brits.
WW2 was the break-up of 'Austrian' influence in Checho-Slovakia (Germans living in Sudeten land and Bohemia: at the end of the war, the Germans that were left in those areas, were literally bused-out by the goverment, with one suitcase); and trying to 'settle' the Croats who went Nazi, hating on the Serbs - so Yugoslavia - not quite Soviet, but Hard Communist anyway. Also there was the biggering of Ukraine - already a patchwork zone - and Stalin purged the Banderites.
NATO' s intervention was about the break-up of Yugoslavia - and they think they won.

That seems fair.

Stuff happened in Romania and Hungary as well.
