For the sake of the national emergency, could those cards be nullified? (Meaning no store is allowed to accept them, and/or no bank is allowed to process money through them.)

The banks skim a point or so off the top in transaction fees. I wouldn't doubt that the Feds let them hold the funds but make them buy Treasuries to help stabalize the economy, too. The machine isn't going to cancel them willingly.
