It's not a good idea, but it's the lessor of two evils (60,000+ deaths from just the fentanyl side of the cartels, plus all the other murders they commit, vs. a few dozen "innocents" in the cartel villages/conclaves)
I like the way that Potus has done in the past, always asking about options that will kill as few people as possible. He didn't go and just wipe out great amounts of soldiers. He did pinpoint targets, and I think that scared them more, especially when he showed them their own home from satellite.
I don't think making taking out innocent people for the "greater good" is ever a good idea.
