a "holding facility" is not a home. I would assume that this is the place where, when all is sorted out, the people leave from to go back to their own country. In a short time, not months or even weeks. A few days, maybe. then bring the next 30,000 in and out and so forth ad infinitum, or ad 40,000,000.
