Now Senator (then congressman) Banks stated on a podcast about 4 years ago that a big part of the issue was the Democrats will introduce bills, thousands of them, but never advance them in the schedule. They would let them hang out there for years. Then, when they had power or the right opportunity, they would be able to introduce the bill within a day or two.
Republicans would never properly plan ahead. So when they did get in power, they had no plan of action on what to do.
Project twenty twenty five is one of the first times republicans actually planned ahead.
Unfortunately I can confirm this is true from my observations of both parties since the eighties.
Yeah I've noticed it at the state level as well when suddenly some new bill being pushed by Dems pops up and when you check it's history it was originally proposed years ago and just sat there until they thought the iron was hot enough.

Sounds reasonable. Though, Trump has denounced Project 2025 that he had no hand in it's development and was not aligned with much of it.
