Water tanks are the norm in Australia. We also have gutters on our eaves. Every new home going back decades, must have a water tank. They come in all shapes and sizes, can go under porches/verandahs out of sight too or slimline that fit flush along an outside wall. They come in all colours to match your home. And they come in all sizes. We use ours for our garden. They can be used for grey water - just to flush the toilet - so our precious potable water is not flushed down the drain. One good downpour can fill a tank as the roof water is directed into gutters and into tank. And it reduces your water bill too. They are a supplemental supply as we are still connected to town water too.
You're wrong. No state outright "bans" rainwater collection, and of all the states CO is actually the most restrictive with a 110gal limit.

I am A fire protection contractor in California, if your water is purveyed to you via a water meter, you are not allowed to have a storage tank. I offer and can build exterior ember protection systems, we use swimming pools and that's all we can do if water is purveyed!
