They should make the best and fullest use of the rope that the have been given.
The ONLY way those judges can piss up a rope is if they have VERY STRONG BLADDER CONTROL, which I kind of doubt!!!!!!

Congress approves the budget and funding.
The executive branch is then authorized to spend that money per Congressional allocation... or not.
If the executive branch suspects fraud, theft, mis-spending or waste... then they can halt any spending until a full audit is complete to ensure that the money is being spent as intended.
Some audits take four years or more to uncover all the criminal activity. Meanwhile, any FEMA or USAID funds can just sit there unspent until the audits are complete.
Meanwhile... the employees of both agencies can be layed off, as they have nothing to do for now.
