Doesn't the Constitution say that the legislative branch sets policy but the executive branch executes the policy? Seems like it is fully within the preview of the executive to decide when to distribute funds.

If the Feds can withhold funds unless a state complies with various mandates, like lowering the DUI threshold, maximum speed limits, allowing boys in girl's bathrooms, then why can't funds be withheld now?

I guess now would be a good time, if it is true and there are receipts, to shine the light on Gov. Shapiro's involvement in the attempted assassination of Pres. Trump in Butler, PA, as outlined in the affidavit someone posted here on GAW recently. Maybe Shapiro should sit this one out lol.
