It's a cultural thing.
In zurich (swiss germans are a whole different level of fascism/obedience), I was given a lot of trouble by some airline representative because my carryon was 8.1kg while the allowed limit is 8kg.
So I took my laptop out and made it a personal item. She short-circuited and started saying more things about obedience and how that's forbidden.
They just like to obey & conform. It's very hard to comprehend for someone that is born/adheres to the REAL american values of freedom.
The most common word in germany is 'Verbotten'. They don't have rights, they have allowances by their masters. And they need permission for everything.
It's cultural.
tourists shouldnt follow the customs of the places they visit.
