The Mexican government needs to be able to PAY their security forces MORE than what the cartels can offer.
All the training in the world won't help when a cartel can easily bribe someone with a year's worth of salary in a lump sum on any given day.
What we need is a law enforcement treaty that says if heavy weapons are brought against us the Military can assist law enforcement with needed resources to counter.
Mexico is a narco state, their cartels are as integrated into the government as the corruption here in the US is entrenched in ours.
