Dump trucks hauling debris have tarps over them by law whether they hide something or not.

Yeah, anything carrying loose material is supposed to be tarped. Doesn't matter the size. If you've got gravel in a 6ft trailer you can attach to a smart car, it's supposed to be tarped.

I'm sure the operators were instructed to dot every I and cross every T. Told to make sure they had good condition tarps and that they were deployed before moving.
