You're right about that. Quebec (at least the French majority within Quebec) is a nation unto itself.
99.9% of Americans and a good chunk of Canadians have no clue about the political and cultural realities of Quebec, and it's the geographically largest province and the 2nd most populous. I think France would join the USA before Quebec did, to be honest.
