Yep. Territory might be more brutal for CCP. Military can go right in to territory since they are run from DC by Feds. No state national guard “soft gloves” required. Territories can be placed under martial law via EO from what I understand.

Plus I think an Organic Act is required to transfer the land as “territory” to US jurisdiction, and then the territory can be subdivided into “states” or made 1 “superstate”.
