On the declassification issue, the FBI Directory can only declassify information within the FBI Silo. If an investigation overlaps with another siloed agency, it would have to be declassified by all agency heads, or the president.
The only way to insure the presidents wishes for declassification were followed is if the president himself took possession of the documents, and he himself physically handed copied over to the press, media to release to public including full release to Internet.
I am assuming thats where Tulsi comes in - as head of all 17 intel agencies.
