Yes. A Border far less patrolled and surveilled with far more areas to hide.

Population is also comparatively lower along large swathes of the American side. Reducing the odds of witnesses seeing something they shouldn’t. Not to mention the more…..distrustful nature of some of the more particular rural areas of anyone in a Uniform.

So even if they saw something they might not talk about it or mention it.
