Im still advocating to abolish the IRS. Screw a tax deduction, no tip tax, no overtime tax, etc. Just close the doors on this illegal scam!

Overtime in the civil service is a huge scam, at least here in Ireland. Police, fire, ambulance services abuse in particular it with a purpose.
If I am reading this right, I think OP may have it backwards in the title. Please correct me if I am wrong.
From the bill, it states:
(a) In general.—There shall be allowed as a deduction an amount equal to so much of any overtime compensation received by an individual as does not exceed 20 percent of such individual’s other wages from the same employer for the taxable year.
So if you're making 50k/year, you are allowed a deduction on the first 10K of OT earnings.
If you make, as an individual, more than 100k/yr, or 150k/yr for HoH or 200k/yr MFJ, then you are not able to claim the deduction.
It also says you can claim a deduction; your paycheck will still be taxed as it is, but when you file then you can claim a deduction for the amount you were over-taxed.
This also starts only when the bill is finally passed and ends on 12.31.2029.
I had a boss once who worked 12 hour days, daily. Reason? He started doing my job. He earned a fortune in overtime. So instead of me being super busy, I slowed to moderately busy. I reported it. Nothing was done.
Those exceptions are stupid and inadequate. With inflation and raises everyone will age into that 100k etc and this whole thing will be pointless.
Make it 100% with no $ income limit.
