Didn't you listen? She said so. They are redacting the names and personal information of the victims, and are nearly complete. Have you been a public speaker? Pauses can mean nothing or everything, depending on what is being said and how it is being said. In this case, she was speaking ex tempore, which is not the place to expect a polished speech.

Amusing. Those who proudly think with their gut are admitting they do not think with their brain. I've been a public speaker all my adult life, and you need more than a gut to understand what is being said.
