A message will be sent, and this would tell Europe if you escalate to war, you are on your own. Without the US airforce it would be a turkey shoot for Russia, most of Europe's air defense systems are in Ukraine and their air force barely operates.

Yep, but the fuel was needed for its emergency auxiliary Diesel power-generator that would be used on surface, either in an emergency or while maneuvering into and out of port.

If it's nuclear...why would you ever need a backup? Generator mechanicals themselves?
I mean if no nuke power... something is very, very wrong!

You are indeed correct...but Things can happen. Naval nuclear reactors are designed for "scramming", which is the rapid emergency shutdown of the reaction. Then you have only battery electricity. Your compressed air supply is what allows you to surface. When you are at the surface, you can fire up your Diesel generator set to power the whole sub for communication, life-keeping, and station-keeping. (And maybe shallow submerged operation if you have a snorkel in the sail.) Remember, these are warships and they cannot assume the ready availability of mid-ocean help. Scratch a submariner and his tattoo will read "The Surface is my Friend."
Or, what would you do if your reactor went sick or crazy? Admiral Rickover started out as an engineering officer, and his emphasis on naval nuclear power development was Safety.
