I believe that was one of the Exec. orders in the oval office. This does not make speaking another language illegal, thank God. I would hate to see people take it too far by not allowing another language in public, or not teach other languages in school. In Santa Barbara when I was young, you had choices of French, Spanish, German, and Latin.
