Paying for spooks and mobs, basically. Oh and plenty of cloaks and daggers.

The whole idea of a Non-governmental Organization is double-speak, if relying on grants that are made from government treasury. Put another way: Stop the payments, and see who comes and complains, and also see who suddenly goes out of business. The ones that actually go to Federal Claims court for work that was 'completed' will be reimbursed when provided with receipts and work-records. So no papertrail, spooky stuff, no money - type thing.
