Correct, but the meme implies the other 10% is presumably Republicans committing gun violence. Ill concede one of us here and there snaps and commits gun violence, howver not 10% lol. So in the context of the meme i believe it's implying all gun use and therefore the other 10% is self defense against demonRats.
