Incidentally, I've been loosely watching Russian politics for a long time now and I think that the Putin government is quite happy to send mixed messages to define the idea ground using different people.
I believe for example that they used to get the socialist candidate to say things that Putin could not say in his position.
It all looked rather subtle to me, not unlike the way Trump works.

It's bicameral, like ours. The upper house is called the Federation Council (think our version of senate), the lower house is called the State Duma (think of it like our house of reps).
Members of the State Duma are referred to as "deputy secretaries". We often confuse the title of "secretary" as someone of higher political standing and influence (we correlate that with our Sec of State, Sec of Defense etc).
This "deputy secretary" is a low level individual. Think like AOC lipping off. That's it. This person does not represent the greater government of Russia.
You compared him to AOC which could be implied to make her a military general since you lumped her in with this member of the State Duma. My research makes me think he is in a position of power within the Duma, but I am not sure. I am sure a Russian fren can provide some insight. BTW, recall that AOC is a bartender and likely works nights at the Congressional bar providing Nancy Pelosi with her nightly nightcap. She likely has no real military experience, and this includes checkups at Walter Reed.

He noted that NATO "peacekeepers" would protect the Nazi regime in the remnants of Ukraine.

Actually this man "spouting off" is a retired Lt. General of the Russian Army and has been sanctioned by the UK government in 2022.
