I had never heard of ICA (Impoundment Control Act). Knowing what we collectively know now, that just sounds like a Deep State wet dream.
I would be all in favor of repeating that law if we only had enough votes to do it.
Trump is going to USE IT, not repeal it.
I get it, there is just a bunch of loopholes that need to be jumped through now.
Before the act, a president could simply refuse to spend the money for any reason.
Perfectly reasonable check & balance IMO. Congress sets the limit to spend, the president (executive) decides how mugh of that timit actually gets spent.
This idea that it MUST be spent is a mechanic that simply enables deep state operations to have much less push back.
